Designed as a retreat for out-of-state clients, this nearly 7,000-square-foot home would serve as both a luxurious vacation destination and a functional waterfront property. The journey to create this FEMA-compliant, all-concrete home was one of collaboration, creativity, and precision—culminating in a project that showcases the best of coastal construction.

Goal
Our clients approached us with a clear vision: they wanted to create a Florida home where they could visit regularly, unwind, and enjoy the water. After selecting a property on Treasure Island, their dream expanded to include a thoughtfully compartmentalized layout that provided privacy and comfort across multiple living zones, while also maximizing the use of vertical space and the lot’s waterfront appeal.
A key feature of the design was the integration of a second-floor pool—a bold, unconventional element that would become a defining focal point of the home. From the beginning, Shelby Construction was committed to meeting every requirement while delivering an exceptional product that upheld both safety and design integrity in a flood-prone zone.
Challenge
As construction began, one of the most significant challenges quickly came into focus: building a structurally sound second-floor pool on a home located in a FEMA flood zone. Achieving this required close coordination with a specialized pool engineer, as well as careful planning around the use of pile supports and elevated concrete construction techniques that would meet all Treasure Island code and FEMA regulations.
Balancing the complex engineering demands of the elevated pool with the client’s request for a clean, compartmentalized interior layout added another layer of design complexity. Each space needed to serve a purpose and flow intuitively while supporting the structural load requirements of the pool above and maintaining the home’s long-term resilience against coastal conditions.
Result
Despite the technical complexity and regulatory hurdles, Shelby Construction delivered a structurally advanced and beautifully executed home that exceeded expectations. The final product is a 6,998-square-foot, fully concrete residence designed for durability, comfort, and elegance.
The second-floor pool now stands as a stunning centerpiece—expertly engineered, seamlessly integrated into the design, and fully supported on piles to meet all FEMA and local flood compliance standards.
